Main Organization of the Metrology Services (MOMS) of the Ministry of Health of Ukraine – I. Horbachevsky Ternopil National Medical University (MOMS MHU TNMU)

By the Order of the Ministry of Health of Ukraine No. 435, dated August 7, 2008, I. Horbachevsky Ternopil State Medical University has become the Main Organization of the Metrology Services (MOMS) of the Ministry of Health of Ukraine aimed at organization, improvement and coordination of affairs and performing tasks to ensure standardization of measurements in universities, academic and research institutes and research organizations subordinate to the Ministry of Health of Ukraine as well as in the fields in which implementation of state policy belongs to the powers of the Ministry of Health of Ukraine.

TNMU has been certified for carrying functions of the Main Organization of the Metrology Services (MOMS) of the Ministry of Health of Ukraine (Certificate No. 002/008, dated December 22, 2008, Certificate No.063/13, dated December 16, 2013 and Certificate No.076/18, dated December 16, 2018)

The information is submitted into the registry of the MOMS NSC “Institute of Metrology”, No. 178.

The affairs of the MOMS MHU TNMU are performed according to the certification regulations.

On November 24-25, 2011, the meeting of chief metrologists of the Ministry of Health of Ukraine on “Current Issues of Metrology Service of the Ministry of Health of Ukraine” was held in the Recreation Centre “Chervona kalyna” of TSMU. The event was initiated by the MOMS MHU TNMU and supported by the Department of Quality Control of Medical Services of the Ministry of Health of Ukraine. In October 2014, the Chief Metrologist Ivasenko I.I. took part in the meeting of chief metrologists of the MOMS of Ukraine in NSC “Institute of Metrology”, Kharkiv.

Since 2008, 51 meetings of the expert commission of the MOMS MHU TNMU have been held, measurement capabilities of 82 research and measurement laboratories of universities as well as academic and research institutes of the Ministry of Health of Ukraine have been certified and assessed; a registry of certified laboratories of the institutions subordinate to the Ministry of Health of Ukraine have been developed.

Ivasenko I.I., the Chief Metrologist of the MOMS MHU TNMU frequently was a chairman of the commission for inspection of laboratories of health care facilities of Ukraine for the right to conduct measurements in the field of state metrological supervision in health care; he also took part in the 1st-6th International Research and Training Conferences “Improvement of quality assurance of clinical laboratory investigations in Ukraine”.

In 2016, Ivasenko I.I., the chief metrologist of the MOMS MHU TNMU, trained as a candidate for metrology auditors at the Ukrainian Research and Training Centre for Standardization, Certification and Quality of the Ministry of Economy of Ukraine.

The MOMS MHU TNMU has developed and implemented the standards for:

SOU 74.9-02010830-001: 2018 “The procedure for assessment of measurement capabilities and establishment of technical competence of laboratories in measurements (investigations) in legally regulated metrology. General requirements and procedure.”

SOU 74.9-02010830-002: 2016 “Metrological inspection of documents of research and PhD theses. Norm control of reports of the of metrology services staff, principal investigators of research and PhD theses, as well as all employees involved in planning and presentation of research results.”
